Steps to Reproduce the problem:
Select All Videos. Then, chose a filter with very few results. The scrollbar disappears. Then, unselect the filter to display all videos again.

What should happen: The scrollbar should re-appear

What happens: The scrollbar does not re-appear

Tested in chrome and firefox

Clarification: You need to select a video after chosing the filter for the bug to appear. And this happens in Grid View.

If you navigate all the way to the top of the list using the Up arrow key, then the scroll-bar reappears.

This seems to happen when the new position of the selected item arrives very late, and/or the item is far down in All Videos.
