we had this in the old build, and it was very useful. will help streamline the topics/metadata. otherwise random new topics which wont interconnect will happen.

Topics are one of the default filters now, which means they are visible by default. Additionally, pad.ma/list/topic displays and sorts by topic. And one of the design goals was to actually remove random dropdowns (why for topic and not for source or project? and where?) and have a more consistent interface.
