Incorrect tooltip on text annotation folders - "Double-click to edit" #263

On text annotation folders, when I am not logged in, I still get a tooltip saying "Double-click to add annotation". Double-clicking does nothing.

This actually has nothing to do with being logged in or not. The tooltip is just wrong.
