Use cases are:

sending a newsletter to all users
sending a message to all users of one or more levels
or, in the case of 0xDB, sending a mail to subsets of users that includes their username

It's probably easier to build this into Pan.do/ra than have everyone export e-mail addresses and set up mailing lists.

yes sending out emails should be possible, this needs

a way to select users (for selective messages)
some setting for newsletter so people can opt out of newsletters
interface to write a message
some api to send it
