Opening a preview dialog, dragging it to partially cover a select element, and then clicking on that select causes its menu to open on top of the dialog. In consequence, menus can't just have a higher z-index than dialogs (so they work as part of dialogs), but must have a lower z-index normally, and a higher one only if there's a dialog in their ancestor chain.
